Channelview ISD Earns Superior Rating for Financial Accountability by the Texas Education Agency

Channelview, TX — November 6, 2023: Channelview ISD earned the “A-Superior Achievement” rating from the School Financial Integrity Rating System of Texas (FIRST) on Monday morning.  Accountability classifications are based on analysis of staff, student, budgetary and actual financial data reported for the 2022-2023 fiscal year. This recognition marks the 21st consecutive year that CISD has exceeded the State of Texas’ standards for financial accountability. 

The rating is the state’s highest recognition for fiscal responsibility in public education. Developed by the Texas Education Agency (TEA), the goal of School FIRST is to encourage Texas public schools to establish best fiscal practices with their financial resources to provide the maximum allocation possible for direct instructional purposes. 

“Our department of finance works diligently to ensure every single dollar is well spent and exercising good usage of taxpayer dollars,” said Assistant Superintendent of Finance Jennifer Carnathan. “I am proud of the work our team has done to remain transparent to our community and to the state.”

The accomplishments of CISD’s “Superior Achievement” rating comes with a healthy fund balance that has continually increased over the last 21 years. Currently, the district’s fund balance sits at an estimated $48.7 million. In addition, the CISD Board of Trustees adopted a lower tax rate of $0.9921 per $100 property valuation for the 23-24 fiscal year. As of November 2023, CISD’s school tax rate is the lowest in the North Channel Area. 

“This rating demonstrates that Channelview’s schools are accountable not only for student learning, but also for achieving cost-effective results,” said CISD Superintendent Dr. Tory C. Hill. “This is a tremendous accomplishment for our Department of Finance and showcases the level of commitment they have for our school district.”
