Before 2025’s 89th Legislature, Texas had not changed the basic allotment for Texas students since 2019 despite inflation. The legislature approved an increase of $55 dollars per student to bring the basic student allotment to $6,215 per student.
However, there is still a noticeable gap between current funding and the impact of rising costs and inflation on Channelview ISD and districts across the state.
Texas still rates below the national average in per-student spending. Some lists have Texas as low as 46th or 47th in the United States in this crucial funding area.

Students who miss school are missing out on valuable learning opportunities. They miss valuable instruction from their teacher, peer collaboration, and critical learning experiences that impact their academic success. It’s important for students to be on time and in school all day, every day.
Additionally, our state funding is determined by student attendance. With decreasing enrollment, it's even more important for students to be in school. The adopted 2025-26 budget is based on an attendance rate of 92%.

Los estudiantes que faltan a clases pierden valiosas oportunidades de aprendizaje. Se pierden instrucción importante de sus maestros, colaboración con sus compañeros y experiencias educativas fundamentales que impactan su éxito académico. Es importante que los estudiantes lleguen a tiempo y permanezcan en la escuela todo el día, todos los días.
Además, el financiamiento estatal que recibe el distrito se determina en función de la asistencia estudiantil. Con la disminución en la matrícula, es aún más importante que los estudiantes asistan a la escuela. El presupuesto adoptado para el ciclo escolar 2025-2026 está basado en una tasa de asistencia del 92%.

Texas school districts use both enrollment projections and average daily attendance to determine their budget. However, state funding is determined based on attendance - who shows up each day to school.
Channelview ISD is facing decreasing enrollment. Fewer students enrolled means fewer students attending each day. In response, the district has already begun making thoughtful adjustments to ensure long-term sustainability while continuing to prioritize student outcomes, staff support, and program excellence.

When it comes to funding our schools, the largest “cargo load” comes from the state. Our operating funds are powered by three main sources, and the breakdown may surprise you—it’s not evenly distributed across the fleet. State funding leads the way at 67%, followed by 30% from local sources, and 2% arriving from federal support.

Texas public schools are funded through a blend of local, state, and federal dollars—each playing a unique role in supporting student success.
Local funds come primarily from property taxes.
State funds are calculated on our students’ attendance using the state’s per student Basic Allotment. The district receives additional funds for certain programs like Career and Technical Education (CTE) and services for at-risk students.
Federal funds vary by district and in CISD, these funds make up the smallest piece of the pie and are targeted to support special education services.
